Rich, hi. As the line voltage changes so will the bias voltage change, the the B+, and the heater voltages, etc; unless the bias voltage is derived from some more constant voltage arrangement which in practice can be done but mostly is not. Screen voltages in tubes that require them, say pentode in UL, can benefit from a regulated supply and in many amplifiers you will find just that. However in usual fashion negative voltage for bias comes from a secondary winding of a transformer the primary winding of which is subject to power line fluctuations. This is normal. It just goes with the territory. The same thing would happen in a fixed bias arrangement or cathode bias. Variations in line voltage would affect all secondary voltages in the power supply including the negative voltage bias supply. Bias must be measured with no signal in the amplifier.
