As fate would have it, waterspouts are located on the exterior of the house or apartment, and they're actually decoupled mechanically by small brackets, if you see what I mean.
If there is some mechanical vibration due to waterspouts that might interfere with the sound, say when rain's pouring down them, for the purpose of argument, don't you think waterspout vibration would be entirely masked by the vibration due to air conditioners, traffic, subways and trains?
