A 'beard' will have some effect, but not a lot. It will lower the baffle step frequency on the vertical plane, but not by a lot, and not by enough to extend into the bass region. A larger apparatus such as you describe will extend the baffle step even lower over a broader angle, but it's still not going to make you think you've suddenly acquired a pair of subs, nor will it defeat Allison Effect, though it will send the cancellation dip to a lower frequency.
