90dB is pretty low, you can get that from a stack of direct radiators. You can tweak the parameters of the horn/driver to go lower with less peak sensitivity, or have less extension with higher peak sensitivity. 20 Hz is lower than you need, in the average room you'll get enough cabin gain below 30Hz to make a 30 Hz fc quite adequate. Even at that boundary loading must be used as an integral design factor, unless you've got 50 cubic feet of space available.
