Say you have 1 minute in 24/96
2x24x96*60=276480 Kb(its) = 34.560 KB(yte) so file size looks right to me.
Compress this to MP3 and expand to 24/96 and size should remain almost identical.
Maybe a padding block causes some difference.
If you want to examine it in detail, try MusicScope
You will see that there is noise above 24 kHz (the original) and the others are gapped at 24 kHz (the 48 kHz MP3 limitation).
