Connecting the cathode resistors to the chassis ground at the tube socket results in the tube currents flowing thru the chassis - it is common practice and really doesn't cause any problems as long as one does not use chassis to carry any other (especially low level) signal ground currents. Additionally, I suggest that the black "0" lead of the output transformer be terminated near the driver board input ground (normally I use a twisted pair to route bout the yellow "16" and black "0" back to the driver board terminals.
