It looks like the C4S modules are not providing current to the tubes, so there is something wrong with them. Yes, both LEDs should glow on each module.First check - are you using the magnet wire to install the C4S boards? If so, there may be a poor connection if the insulation is not burned off completely.
You might consider removing the C4S boards and returning to the stock configuration - that way you'll have sounds, which is rewarding and encouraging. Then you can go over each C4S carefully and liesurely while you have some tunes. First, check that each resistor is the right value - it's easy to miss-read the color code, they are pretty small. The make sure the LEDs are installed in the correct direction. Then the transistors. Post if you find any errors, and we'll help figure out if any parts have been damaged or not.
