Actually, it's hardly a resistor failure. Most probably C10 got shorted and took R11 with him. In this case R11 acted as a fuse and there were not enough current in the primary to blow the actual fuse. Let’s see… 15K / ~600v – resistor got 40ma , so about 200mA extra load on primary (not enough to kill the fuse) and 24W load on resistor (sure resistor can’t survive).
Just remove R11 and C10 and test voltage.
