'Caps have become insane' could mean one of several things.
Cost has increased dramatically, is what I think the guy was aiming at.
And you mainly need any WET cap replaced which typically is in the PS
Other meaning? Cost hasn't moved at all....'Thats INSANE! they should cost a LOT more!'
Or the caps have lost their mind (s) and now think they are resistors or inductors.??
