As you said there are 7 fuses. The first is for the AC supply and is a slow-blo. Then there are 4 fuses (2 per channel) from the large filter caps. Take care to be sure the caps are completely drained before checking. It would be extremely unlikely that all four were shot. Finally there are two external fuses for the speakers. If these go, there is still sound but very distorted. Bottom line the only fuse that would kill both channels is the slo-blow supply cap (IIRC 15A). If the fan comes on, then the fuse is ok.
Another issue might be too much DC offset that is triggering the relay. The OP could try jumping the relay to see if there is any sound.
