The line level and phono circuits of the 7240 and 1600 are pretty similar. Having the 1600 fixed might cost you more than any slight sonic improvement is worth.
I think you can switch the tone controls of the 1600 completely out of the circuit, and that might make a slight improvement in sound quality. But the improvement would be really quite small.
If you can fix the 1600 yourself, well it's a different matter. The cost of the parts would likely be minimal. It's the labor that will cost.
Did the seller on eBay say that the 1600 worked? If he said it worked, and indeed it does NOT, then you can press your case for a refund- the item is Not As Described if it was described as working but in fact does not work. Write the guy and complain about it, ask for you money back. If he pushes back, open a dispute.
