RE: Is my preamp grounded properly?

Adding another ground to the Rega will probably result in no change or a ground loop. The Rega is grounded through the phono lead shield.
Not my favorite way to do it, but it works.
Most likely what is happening is the preamp or tonearm wiring is picking up an AC spike caused by the power switch on the turntable opening when you turn it off.
What may work is putting a surge suppressor capacitor across the switch contacts.
