I'm inclined to agree, because marketing is such a strong influence. And because "PRAT" is a rather silly, catch-all acronym. But I don't agree. Take very rhythmically complex music. Anything that muddies the bass up will tend to take away from any toe-tapping quality it had.
As an extreme example, there are some bass solos in jazz that don't have much upper-octave content. When I listen on the stock stereo in my Toyota Camry, I hear... nothing. Can't tap your toes to something you can't hear. Now, admittedly, this is just bass extension and not "PRAT" per se, but I think the the example is still valid. How the music is reproduced DOES have an effect on the ability of rhythmic cues to come across. That doesn't mean you can't tap your foot to Hank Williams on an AM radio. But it does mean that you might not be tapping your foot to a symphony on that same AM radio. The music does matter, but it isn't the only thing that matters...
