RE: mylar tear in SMGa

I believe the white spots are the start of corrosion and I would wipe down the entire voice coil with some alcohol to make a clean surface that the 30NF will stick to and make a layer that will take the atmosphere another number of years to breach. Hopefully, preventing further corrosion. Although the wire is insulated/coated it does suffer from corrosion over time in some atmospheric conditions. Reviewing work by others on the MUG site might bring more info into your decision making on this repair.
