It seems there is no elegant way to find and remove contamination.
Consequently, my own solution is to make the contamination irrelevant.
Stator contamination does not matter if there is no conductive path from the stator to the diaphragm.
So I do two things: I bore out each rivet hole, to remove any contamination there.
Then I replace the rivets with nylon bolts.
Problem solved.
