He doesn't need a 10 ohm resistor. He has a 130 ohm resistor.
2.3 volts across 130 ohms is 17.69ma.
3 volts across 130 ohms is 23.08ma
He just needs to adjust the CCS down until he gets 2.3 volts across the 130 ohms cathode resistor, done.
