The answer is "yes" and "yes." The Line Stage is very similar to the RAKK dac active output stage. Of course each is tailored to its own intended use but either could be adapted to do the other job. The major difference between the two is that the Line Stage has an input transformer and is configured to use a volume control. The RAKK dac active output stage does not have these; instead it has current-to-voltage converter resistors. So, if you removed the volume control buildout resistors and input transformer and mounted the I/V resistors external, the Line Stage could be used as a RAKK dac active output. If you were to take a RAKK dac active output board and remove the I/V resistors and add an external input transformer and volume control buildout resistors you would have a Line Stage.

The PCM1794 already uses oversampling. I believe that oversampling has received a bad rap because of several poor implementations. I also believe that the engineers at Burr-Brown finally got it right in their implementation of the PCM1794.
