Biasing SS amp - need help

Question for the knowledgeable. I understand tube circuits, but SS is a work in progress. If I'm biasing a class A amp and the spec says 1.3-1.9 amps, I'm taking out the rail fuse and measuring from there. Question is, if I'm using the + rail, should I use 1/2 the spec value or full value (say,1.5)?

The whole amount (not half). Often there will be small-valued resistors that can be used to measure bias - say 0.1R - between the output devices and the output itself.
