The PS Audio higher gain in the low gain setting but less hiss. No, the Plinius is quiet on all inputs.
He is going to take Billwojos suggestion next and take it over to another friend's house and compare it to another top flight phono stage. We'll see how that goes.

Follow Ups:
Have him try a 3-prong to 2-prong AC "cheater" adapter on the phono stage. Since both phono stages have hiss, maybe even try it on the Plinius.
When you have a "cheater" then you have three options to try for lowest noise.
1. Standard 3-prong plug.
2. 3-prong into 2-prong "cheater" plug.
3. 3-prong into reversed 2-prong plug. This will require some filing if the 2-prong has one wider blade at the end.
Measure voltage from chassis to ground with all three, select the lowest voltage for quietest background.
