currently have a vpi table ( hw-19 mk 111 ) and a Moerch UP-4 tonearm.I am trying to install a Denon DL-110 cartridge and I have the tracking force set, and using the protractor that is made for this arm, and each time I get things lined up, the cartridge wants to slant even after I have the screws tightened up .
what am I missing here ?

You don't leave it straight. The offset counterweight is how you set the azimuth.

You may not have azimuth set properly, which could make the cart "slant". Its a bit tricky because when you twist one or more of the counterweights to one side or the other to set azimuth you can inadvertently change the VTF. Assuming you're using a protractor and doing this by eye as opposed to using a gadget like the Fozgometer, make sure you align the cantilever with the straight lines on the protractor. After adjusting azimuth check VTF and adjust by moving the small cw back or forward to achieve the desired VTF.
BTW - any combination of counterweights that achieves desired VTF is ok, including using more than three of 'em. I like placing the large cw very close to the pivot 'cause it helps get the best bass possible.

let me go mess with this some more.
Not the most elegant, but I could not get a great (by listening) vertical on my unipivot arm. So I took out the setscrew inside the counterweight, and placed two screws that stick out and are tight in it. readjusted it all, then used tiny strips of wire to 'adjust' the final vertical BY EAR.
For five years now my Kuzma Stabi Stogi S has a paperclip size bare 20g wire hanging off the right side of the counterweight. LOL
