Basically, the sound is very muted and muffled. My sister had it for several years, but stopped using it because she said it was sparking. That didn't happen to me, and there are no signs of arcing on the chassis, nor are there signs of leaks from other components. The tubes are kind of dim, otherewise no obvious problems, othere than the mediocre solder joints I made when I was a kid.

The first thing you should do is clean all the contacts, switches and pots. Next, make sure all the tubes are functioning properly. If you have access to a tube tester, check all the tubes. You can do a basic check with a voltmeter. These steps could very well solve your problems.Since you know how to solder, you can fix it at a reasonable price. Replace the silicon rectifiers with modern diodes. Replace the power supply caps and you might want to replace the coupling caps (Orange Drops or Illinois). You might want to freshen the solder connections. You cold replace the carbon resistors, but I personally would leave them unless something was wrong (a lot of people disagree with me on this).
If this doesn't fix the problem, it's time to get the amp on a scope. You'll need a tech.
