Straight from the chief designer, Dick Schram (now president of Parasound), the manufacturer was an OEM named TEC--not NEC. Dick designed the 16.5 and is justifiably very proud of the whole Concept line of receivers, and is a collector, too, as are many of us.
As Dick said in his email, many brands used OEM manufacturers for their gear, even the "big guys". It is a very common practice in Japan, he said.
I can say I have not heard a bad word about the Concept receiver from more than a few that have or have had one.
After I got my 16.5, I have sold off my half-dozen of TOTL receivers and only the 16.5, NR-1015 & 7100 remain. I do most of my listening on the 3 separates systems I have, but a guy has to have some real vintage solid state around, eh, what?

i feel even worse about not buying the concept 16.5 for 45 bucks, live and learn i guess i thought my h/k 730 twin powered was better sonically but i dont really know that because ive never heard a 16.5 just my reasoning for not buying it, yes i feel like a fool, sounds like it may be a better amp
