DavidI recommend dipped silver mica. Ceramics exhibit a piezoelectric behavior when hit with a hard transient. Mica's are stable with respect to time, temperature, and electrical stress, and they are fairly low-leakage.
I'm also not sure that you will be able to find the better ceramic dielectrics at the voltages you need, but check on this.

What I read on a couple of websites was that the X7R and Z5U ceramics exhibit this piezoelectric behavior due to materials added to the ceramic to increase the capacitance per volume, but that the COG/NPO types do not.I can source these in 500V values.
