The thicker the better, and yes, cover the fiberglass with polyester batting to help keep the glass fibers under control.

However, DO NOT place these panels all over the whole room. To get effective reflection control, you only need to place them at strategic loacations, and to cover a certain amount of total area at each location.

Which has some recommended area and locations for sound absorbers.

Nice and thick using just the right anmount at just the right spots works a LOT better than too thin and all over.

Note that some spacing away from the wall also helps extend how low the absorpton goes, and this is nto a trivial amount of improvement for a given thickness.

I would say that 4" of fiberglass panels is a minimum amount of thickness.
