I noticed that one tweeter doesn't seem to be working. Is replacement the only option? There are a new pair of Vintage Polk model 7b's.

Peerless made those tweeters for Polk. Madisound advertises they have the replacements but, others have posted that they aren't the same as the original Polk tweeters. You should probably replace both tweeters in case there might be sound differences with the original. I'd probably go with the Madisound tweeters, but I understand you can still get the originals from Polk, albiet at twice the price.

What is involved in the replacement - can a novice do it?

Four screws and two wires. Just make sure you note the polarity of the connections. The + and - terminals on the Peerless tweeters are market with the plus being red (at least on the ones I've seen).
