I'm looking for a cheap ($$$$$), but pretty good quality 18 inch sub. Most boom for my buck. I have no experience with such PA type systems. Is a spidered surround required so it doesn't slap the throat of the horn? I found this Eminence driver for a pretty good price.. What do you think?
Hope this like works. If not check the last 18 inch sub on the 2nd page of 18 +up woofers.

Jeff has done an excellent job with this horn, and it's designed to work with a 2240. Put something else in it, and it won't perform anywhere near as well. If you're referring to the Eminence #299-716, it's specs are different enough that I think it will not be very good. It's EBP is too low at 66.5 (should be > 120) to make a good horn driver at all, let alone in a horn optimised for another driver. You can't just slap a flare/driver combo together and adjust like you can with a BR.Look for some 2240s secondhand through prosound shops. But they'll still cost more than $100. Or find another horn design optimised for a cheaper driver. Else disappointment will be the result.
What is this EBP figure you speak of. I've never heard of it before. Thiel/Small???? What is it's relevance to horn woofers. Obviously the higher the better, but happens as it gets bigger?

How do you know how big it has to be? You say HUGE for that one. How can you tell, compared to something like a the JBL2241?
I'm no horn expert but I know it takes a big one for low bass.
To realize the potential of that woofer would take what I would
call Huge......Of course one man's huge is another man's tiny.
I am going to build the "Lease Breaker" horn. Here is a link. Jeff R. (the designer) used a JBL. I looked at the price and it was like $480. I don't have that much. Thats why I am building one...to cut costs. I just need an 18 for around $100.
