I am a freshmen electrical engineering student and I dabbling with circuits. I recently purchased a DIY "voice changing" unit from the elctronics store. It sounds like poo, and Im not sure if it is my fault or its just a cheap POS. IS THERE ANY WAY THAT I CAN TELL IF MY IC IS MESSED UP (from static discharge)??

Many ICs are very complicated to be tested by just measuring couple of parameters on them. If maker did not give troubleshooting technick, then only way to find out is to check all around that IC and then replace IC itself.Static electricity will not burn IC so that you can see it. Replacing it, is usualy the only way to find out.
