That's a standard filter circuit with bead-core inductor. It should be fine.

Is there any reason why the circuit is using both non-polaraized and polarized caps ?

Because the small ones are ceramics and the large one is electrolytic.
The best types should be used for both.
It's because of the size. A gadget like that, most would like it to be very compact. A 10uF capacitor in small size would probably be an electrolytic....thus the polarity.
