I plugged it into another outlet and the problem is gone. I live in an apt. (and move a lot) and the outlets are often not grounded properly. I thought this device might help with that problem as well as general line noise. I know I should have a dedicated line etc. but even asking for an electrician to fix the outlet would draw an interesting reaction from the property manager. And I'm not sure I'm allowed to call one at my own expense. I imagine it draws more amps than the amplifiers did, because I didn't have a problem with the outlet then. I've got another topaz line two coming, and an ultra isolator for my front end coming as well.
Follow Ups:
Grounding issues are safety issues, the manager better not
have a problem with fixing it. You can get $5. plug-in tester
that can prove a bad ground situation. Get the outlet replaced
with a decent one and make sure the screw terminals are used,
rather than any "push-in" connections.

Good...and test every outlet. Bad ground could be at any outlet (they
are daisy chained in series), or can be at the electrical panel. I've
seen real sloppy ground connections behind outlets...just twisted
together wires with no crimp sleeve or wire nut. A GFCI outlet
in the circuit will detect bad grounds and trip off. Or,
a GFCI breaker can be put in the panel for that circuit.
