you will have to scrape it off. but be careful cause some RTV's are corrosive and will take off the coating on the pcb and will exposed copper.
A picture would help.

RTV will loosen much easier if you wiggle it around while wetting it with alcohol. I often remove it in one big blob this way (from circuit boards).

I have worked on some gear that stuff was harden over time and pain to get off.
That's just the kind of luck I have Cougar! LOL!
The same thing happens to me. I'm a walking example of Murphy's Law! LOL! Nothing seems to come easy for me!
All I can do is just laugh at myself cause I can't believe some of the stuff that happens to me!
I wish I had a some sort of better answer for you on how to get that stuff off.
