I would recommend the mod your talking about. It will improve the safety if there is ever a short to chassis. However, that said, it is possible to create a noise problem were none existed before. If after you do the mod, you end up with a noise or hum problem, just switch the two ac power wires. That usually fixes the problem.

The cause for the noise is in the production of the transformer i.e. the primairy is not simetrical in real life. Before you ground the chassis measure if there is voltage between it and ground then reverce the plug or leads of the primary and measure again . Which ever is lowest should give you the best noise results . But I not perfect and you couodld have the one that is the odd ball. Good luck Triodethom
