an old refrigerator compressor can be used as an air-pump to reach
reasonably low atmospheric pressures.you will need some sort of valve in your pipe to suck through and seal when you remove the pump. Some scientific equipment catalogs
may have such a thing.may need to restore the vaccume periodically. Nature abhors a vacuum.
BTW, I think you are going overboard. You will probably have
to make some not so good compromizes when it comes to terminating
your cable. The transition from air to vacuum may not be a desireable
electrical condition.Also, look up the difference between air and vacuum dielectric constants. Its not much.

I was thinking of a 3" pig tail sticking out of the sealed end cap.
