Your method is error prone.Run up the generator until the output of the Toshiba clips, back off to give yourself some headroom. Measure that voltage. Insert series resistance with input until the output voltage drops in half. Measure series resistance.

That's exactly what he was going to do. The only difference is that you suggest to turn voltage up just before clipping. I would like to know what the voltage level has to do with input impedance.
If input impedance is, say, 10k, then it should be 10k for 1 and 2 volts of input.
He was doing it right.

Most cheap meters are inaccurate at lower levels.They bought me a $300 Fluke at work that is only about 20% accurate below 200mV.
