Is there a simple test to determine the type of insulation on wire? I have collected some Cat-5 wire left over from jobsites, but don't know how to determine if the insulation is teflon.

The answer(s) to your question have been given in dribbles.
Teflon has a slippery, almost soapy feel to it. It also resists very high temperatures. My test has always been to apply the flame of a butane lighter to the insulation under test. Hold the flame of the lighter about 1/2" above the flame (the hottest part of the flame). If it's teflon it'll just sit there. If it isn't it'll imediately begin to bubble, smoke, or even burn.
I bought some CAT5e plenum grade from Home Depot recently and 3 pairs were teflon and one pair was something else. The non-teflon pair had insulation that ran from a lighter held to the end. It felt the same as the other pairs to the touch but certainly wasn't the same material. I posted this on another board and somebody there had the same experience with their local supply.

Easy ........gently run your finger along the insulation if it feals soapy/slipery its of ptfe family. try tocut it with an insulation striper ptfe is very difficult.with a little practise you can easily tell it apart from pvc, rubber and the other types

a hot soldering iron will usually give a pretty good indication, whether it's teflon or not.

Try and burn it. Teflon will not melt or catch fire.

Actually, Teflon does melt and burn, but at a much higher temperature than most wire insulators. The fumes given off by burning teflon are highly toxic.
Don't inhale.
I found this out with teflon coated fry pans.. never again
