What tube is more balanced and have best sound, Sovtek EL84 or military EL84M ???
The EL84M is a good option ??
Is more expensive, but is best ???
IME in modified Leak St 20's, with 320 volt B+ (HT), the Sovtek EL84M's last longer than standard NOS EL84 Mullards, AWA and AWV, tubes. and they last a lot longer than sovtek 84's.They do not sound bright after about a week, They are also a lot cheaper than NOS 7189's!
A bargain.

Aldovan,Well... initially the Sovtek EL84 may have a softer tone.
But, my experience is that the edge wears off nicely with the EL84M. And they last longer. Tougher, takes more abuse. Remember, though, my experience is with guitar amps, where most EL84 amps are a pair of push-pull, often Class "A" bias. Or SET. And played near full volume---for hours.
So, they're run hard, from the get-go. Only those Reflector 7189A seem to be tougher Russian made tubes for EL84 amps---and that is saying a lot---as Russian EL84's are tough cookies.
When Groove Tube used to rate their tubes (1-10, where 1 distorts the earliest & 10 runs cleanest to the loudest volume)---I found that the plain EL84 "5" rated tubes didn't last too long.
They distorted early on, but soon they started distorting even earlier, with not a pleasant overtone. Then, they'd soon peter out.
Now, I go for tough EL84 types and rely on the speakers or gain controls on the pre-amp to overdrive the power tubes---to get the fuzz and crunch.

Aldovan,Maybe not "cleaner" but a bit warmer, than the EL84M. Be sure to have them matched & tried out for shorts (no not Fruit-of-the-Looms), if possible.
Good price, so they're worth a try.
Steven, I have Mullards in my amplifier, but this tube is very expensive. I will to buy 10 units in the e-bay for 1.90 each.
I will put in a amplifier for car, in assembly in this moment.
