I agree with 6bq5 that the manufacturing dates should not have much effect on sound quality over the 14 year period these tube were made. Personally, I would not hesitate to use them. More important that the matching was performed correctly.
Out of curiosity, why are you specifically looking for Orzep factory tubes. 6P15P tubes in general (also -ev military version) still seem plentiful and perhaps you could buy well match tubes of the same/similar date code. What amplifier are you using the tubes in?

I am using a custom made amplifier using it for headphones, it's similar to the Decware Zen.
Someone reported that these 6p15p tubes for Orzep sound much better than the 6p15p-ev. I wanna see that for myself.
I will try the Hazen mod in my amp.
