I have a chance to purchase a completely rebuilt ST-70 at a decent price.
The Harbeths require 15 watts minimum, but are only 83db efficient. Would this combo work in a small room?

In a small room and at reasonable volume, you should be fine. Even better if you stiffen the stock power supply.
If you listen to music with wide dynamic range inefficient speakers and a Dyna ST70 may not be a good combo(and decades ago I used a Stereo 70 and AR2a speakers before big amps). It may have been rated at 35 watts/channel but it really only is about 20 watts implying clipping at about 96 dB. Fortunately it clips nicely so not playing loud or in a big room you can get away with it. But more power is better.
The above specs are taken from a ST-70 testing article by Dave Gillespie (link to full article below). What would account for the increased wattage he was able to achieve (over your "about 20 watts") from a stock unit? Better tubes?

I remember trying a ST-70 on a pair of Dhalquist DQ-10s years ago. Talk about a mismatch. But as you said, it was OK for quiet listening.
I believe I've found the 20 watt test results.

Should be fine at reasonable volume levels. I believe the P3 probably does its best work at reasonable volume levels anyway.
Thanks, airtime and Mick. When my $1,200 arrives, I might have one last fling with tubes. This would be my third ST-70.
Are you allotting that $1200 for a modern build ST70 like a Latino or Van Alstine UltraValve? Considering you're thinking of spending $1200, I would certainly look at those options as well.(the UltraValve being a bit more $) My Latino for example can run anything from 6L6 thru KT88. Triode switchable as well. Your call in the end though....good luck.
Actually, it's less than a thousand, and includes recapping, new tubes, new input jacks and speaker connections, and a new power cord. I don't think it has a modified board, just new stuff. Very reputable dealer.
I think you'll be fine. Enjoy.
I'm using a ST70 with 85db speakers with no problems.
