The plug has a key way (just like any octal base) and the adapter will sit according to how the tube socket is mounted in the chassis.
The wider part of the adapter will be in line with the key way.

Of course you're right ... but that's not what I meant by "rotatable." The seller claims that the rectangular top rotates on the base just slightly -- perhaps 30 degrees? (Hard to say from photos.) It's obviously limited by length of internal wiring. But, this "give" may be just enough to make the adapter workable in tight quarters...
The screw on top loosens and (assuming some slack in the wires from the plug) the plug can be rotated WRT the top.
Sorry I missed that.
You could rewire, plug to circuit board, using longer wires and get as much rotation as you need.
