Those are not a paper cap.Not all caps are that hermetically sealed are a paper dielectric. All Sprague caps that have paper in the dielectric,have a letter P in the part number. Vit Q caps are usually 196P or 176P or 118P which is a paper and polyester dielectric. Even the Sprague Black beauties that are 160P are paper and the 160M are Mylar.Mylar is the fancy name for polyester.

Where are you seeing these specs? You are right tho in your post below when you said about paper impregnation in that they have to be impregnated in oil or wax if it's paper.
