Why is the first page so short and the second so long?

Wouldn't it be just as easy to reverse this and make the "actual" page, the 1st, longer and the "old nes" on the 2nd shorter?
It can't be for technical reasons.

The 2nd pages gets all the over flow. To make the 1st page load reasonably quick for dial up users, which still do exist, we limit it to about 100KB, 2,400 lines actually. These are setup parameters and when the main page goes over 2,400, it's trimmed down to the last complete thread where the page exceeds 1,700 lines.
