A buyer used a different tester to check tube her purchased from me, and of course different results.
He contacted Ebay; eBay policy is that since his test results,using a different tester are different, once they confirm the tubes have been returned to me, they will charge back the amount to me, a full refund. One of the reasons the seller wanted to return one of the tubes is because one tube isn't balanced, test results on a Hickok 533A were listed at 1850 and 2220 over 1250.
SO, for eBay, the buyer's tube tester wins any dispute. I suspect that if the buyer claims he tried the tube and its too noisy or makes a popping sound, they are going to get a refund.

According to ebay, the only way to avoid a charge back like this is not to post any test results.
When I pointed out that some people buy tubes simply to see what they sound like, and want to return them if they don't like the sound, they suggested I review my selling policy to allow people to return tubes whose sound they don't like.

I understand you are concerned that the item your customer has received
is in the same condition it out was sent out in. I want to assure you
that we make a great effort to prevent what we call ?buyers remorse?.
Upon receipt of this claim, I have reviewed several factors before
taking any action. In your specific case I reviewed the listing, the
photos of the item, and communication between yourself and your buyer.
After doing so, I have concluded that the best course of action is for
me to instruct your customer to send the item back to you. I realize
this wasn't the answer you were looking for, so allow me to explain this
decision in further detail.
As we have never seen the actual item it is difficult for us to
determine exactly what condition it was sent or received in. For this
reason, we have decided to get both parties involved as closely back to
square one as possible. To do this we will have your customer send the
item back to you for a full refund. When you receive it, we will
initiate a refund on your behalf to their PayPal account. If you do not
have funds available in PayPal, we will refund the buyer and will ask
you to reimburse us for the payment.
I would like to reiterate that we have come to this decision because it
is the fairest outcome for both you and your customer. You will get your
item back (and can relist it), and your customer will get their money
back. Please know that this decision was not made because we think you
knowingly deceived your customer, by any means.
Your customer is required to send the item out and upload the tracking
information for the shipment to the case within the next 7 days. If they
fail to ship the item and add the shipment's tracking number to the case
in that time, the case will be closed and no refund will be issued.
To help you avoid a similar frustrating situation in the future I would
like to provide you with a few suggestions. To help your buyers, list
with a title that is clear, complete, and descriptive. Say exactly what
the item is even if the title repeats the category name and include
details such as brand, product name, size, or artist. Imagine you are
the customer when you create the title and description for your listing.
What would you want to know about the item? What are its most appealing
characteristics? What words might you use to search for your item?
Taking this into account should help your future eBay transactions go
more smoothly.

I sent eMails to a few people I've bought tubes from on eBay and a few people selling tubes for more than $100 each to find out if ebay has done the same thing to them, turning a tube sale into "On Approval" after the fact.
It seems as if I'm not the only one who has been tagged with a refund for a reason either real or imaginary.
Here is just one reply:

does ebay also charge back the shipping cost ?
is the buyer after that, still able to leave negative feedback ?
there is not much you can do about this, except re sell them and raise the price with amount you lost on the shippingcost.
not putting testscores in does not help, if buyer does not want them (because he rather need the money), they can always find a lame excuse and buyers will always win, because they payed.
once i had the same thing with a tube buyer from hong kong, it costs me a week work to prove i was right, but still lost the claim by paypal.
I even cancelled paypal because off this and left ebay ... but neither paypal or ebay cares about this.
its more economic to accept your loss, and move on and sell them to some one else.
you can never beat the ebay or paypal system as they will always 100% take the side off the buyer, even if he is fraudulous.

I am of the opinion that your customer changed his mind and no longer wanted your valves and manipulated valve tester readings to suit his purpose. If there is a disagreement E bay will always be biased in favour of the buyer. I sell my used valves as "Used , tested and suitable for the manufacturers intended purpose. I seldom quote test results readings because they are open to mis interpetation.
I also find that most valve buyers have little if any technical knowledge, they will change a valve instead of a leaky capacitor and when the problem is not fixed they blame the valve seller.

ebay is totally a buyers market. The seller has no say. I always refund because I don't want to go into long useless discussions with people whose test gear cost less than the tubes. 80 % of my business is now outside of ebay with private clientele. I also take checks and MO's instead of PayPal."
