working w/ a gal who sings good and in tune but has a soft voice,can't get enough gain from her sm58..any advice on a good mic for her ? we use a typical club p/a (powered mixer and spkrs on stands) thanks !!

The other mic that is an excellent microphone and has very high gain

What happens when you try? Feedback? Too much room/stage/electronic noise? Other than that, do you like the sound character?
The SM58 has a reasonable output level.
Maybe she's just too far from the mic. Maybe the mic and the speakers aren't oriented as well as they could be, relative to feedback. Maybe you're not eq'ing her well enough to avoid feedback. Maybe your mixer is noisy. Maybe she should project more.
What I'm saying is: Maybe it's not the microphone's fault. She might consider working with a vocal coach (singing teacher), preferably one who knows how to "work" a mic.
Otherwise, yes, look at other mics which have higher voltage output.
Being a dynamic mic an SM58 needs some fair input level to get enough out.
I found that frequently a problem with soft, female vocals which is why I suggested a condenser mic.
If your mixer can provide phantom power try a stage condenser mic like a Neumann KMS104/105.
Take the girl with you and try a few if you can.
The right mic for a female voc will save you a LOT of grief as they are very hard to eq, much harder than male vox.
