Coming to the realization that I was not going to be able to use the various registry cleaners or AUTORUNS I decided to try something else.
I made a nLite install disk as miminum as I dared that would still allow AWE, JULI@, and all of the stuff that matters. I used another SSD to install this, did the optimizations, installed JULI@ and cMP stuff, chipset drivers. All of the STEPPE registry modifications. Everything that I had done with my main installation. Make sure you leave in cMP mode before making the registry swap. Nothing bad happens, just nothing. I forgot to do this my first attempt and you just get a blank screen.
When done the registry of this version was half the size of the registry on my MUSIC SSD.
I then replaced the registry of my MUSIC SSD with this registry and it workds. My WINDOWS size is now 36 mB.
I did not get a proper chance to audition since I know that without STEPPE Extreme BIOS implemented there is no reason to get in a hurry to assess sound quality.
Tonight I will get more of a chance to see if this is worth it.
Of course, one cannot leave well enough alone so I will try even more minimal nLite installs and see of I can get it smaller, and hopefully sounding better

I thought I made it clear but I guess I did not.
The "registry" build -
approx 1/4 size WINDOWS install disk using nLite (I think this can be made smaller and will try smaller)
There is not much of the cMP optimizations to be done with this install but the ones of importance were done - no paging file - all of the SYSTEM/ADVANCED stuff. I did not turn off services because I knew the corresponding files had been deleted from the cMP Build and I do not think these setting through COMPUTER MANAGEMENT affect the registry.
All STEPPE registry changes were made. No need for deleting files since what I want here is the registry and deleting files does not affect the registry (as far as I can tell).
JULI@ installed - cMP software installed with cMP mode implemented.
SO, other than file deletions this is the same build as my cMP Build which is next to impossible to make wide ranging registry changes.
All of the WINDOWS mass I lost was due to this. I was down to 42.4mB and now it around 36mB. The next time I hook the drive up to the HOST computer I will note the config folder's size.
So other than the deleted files & folders this registry build is basically the same as the cMP Build.
In future I will try smaller and smaller nLite builds that still allow JULI@ to be installed and AWE implemented. From playing with it in the past there is a point where you can't. Wish I had taken notes!
Once you get your registry build done (making sure to shutdown while in cMP mode) you make copy these files to a FOLDER you create while connected to another machine and do the same for the files in the cMP Build machine, just to be safe. Then replace the files in your cMP Build with the files from the registry build.
I had already deleted the registry file that is kept in DOCUMENTS AND SETTINGS since it is just a compilation of parts of the main files.
The only files I moved were the main files - no need to worry about .sav and .log. I deleted them both but the .log files came back.
All I know is it works. Sounded fine when I got a chance to listen to it last night. As I said, until you have listened to the STEPPE's extreme BIOS and let it burn in for a day or so you do not know how good the machine can sound. Tonight I get to hear if I can hear a difference.

Did you do the steppe files/ddl deletions before or after the Registry optimization?
It seems to me that you did the Registry optimization before the steppes deletions, and shouldn't it come after to be more effective?

Did you at least see if it boots/plays cplay?
I did not listen for long since the sound one gets with the extreme bios settings (and that is what I was listening to before I made the change) are so important that a comparison could not be made.
SO, it works just fine. The questions is if it is better and that I will get a chance to ponder this evening.
Maybe I made the post confusing by reminding those interested to be sure the registry you transfer has it start in cMP mode. If it is left in XP mode it will not work since that is part of what cMP does - it changes the registry.
