Seem like you have a setup issue, but if you decide to sell your Mini I might be interested. ;-)
What do you mean by startup time? Why not leave the system up and running 24/7? It's not like it draws a tremendous amount of electricity. Last I checked my Mini draws well under 20-watts at idle.
It is well known that the Roon database runs significantly faster on a SSD. If your Mac Mini lacks a SSD, they're pretty easy to install in your model year. Not only will the Mac Mini bootup super fast, the Roon database will also run faster. You don't need your music to be on SSD. Just boot and run Roon off the SSD.
I don't know what you mean about the DAC not staying attached and volume being low. Which model PS Audio DAC do you have? Do you have Roon and HQPlayer setup correctly so their volume controls are disabled?
I'm running:
Mac Mini 2012 -- 2.6GHz quad-core i7, 16GB, OS X El Capitan 10.11.6 -- PS Audio NuWave DSD DAC or Mytek Digital Stereo192-DSD DAC.
I have no issues with it functionally and the setup sounds great.
Mac Mini on the left is 2012. The one to the right is 2009
In this setup I was experimenting with Roon server on the 2012 Mini with Roon Bridge on the 2009 Mini acting as a network end-point. I would simply swap the DAC USB cable from one Mini to the other.

Follow Ups:
Are stands for the iPhone and iPad like those shown in the middle photo available from Apple?
I do leave the Mac on 24/7 but, often I can't get Roon to run -- I hit "play" and nothing happens. So, I have to re-boot the Mac to get Roon to run again.
I'm running the PS Audio DirectStream.
The "not staying attached" -- In "System Preferences" under "Sound" there are three choices for output -- one is my TV one is "internal" and the third is the PS Audio DirectStream. When the DirectStream is highlighted the system plays are full volume. When it is not selected the system still plays but it is at a much lower volume. The Mac keeps changing away from the DirectStream while music is playing -- meaning that often between songs the sound will drop. Once it has switched away from the DirectStream it is impossible to get it back to that selection.
The issue got worse recently when I switched USB cables. The new cable is a very high end Synergistic Research cable and I have no idea if it is part of the issue...
I may have an issue with the set-up but, both the HQPlayer and Roon Volume controls are off.
If I can get this working I'll definitely look into some SSD.
When you choose the DirectStream as the audio output device, do you also ensure that the system sounds (from the Mac) are sent to it's internal speaker (or anywhere except the DirectStream)? You can check this in Audio MIDI Setup.
Have you tried this setup without HQPlayer (just Roon), and how does it react?
How long is your USB cable? If it's quite long, have you tried shorter?
Have you tried any other DAC besides your DirectStream? What happens?
We couldn't figure out why the Mac would not stay set on the DAC -- We countered this by uploading the latest version of HQPlayer -- the new version has a volume setting that you can increase the max Db -- we added 15Db to match the volume of my CD Transport.
I swapped out the HDD for a 2TB SSD and increased the RAM to 16GB.
I don't have full results yet as Roon is still re-building the data base... I'm sure it will be much faster.
