On the broader topic, I don't know what you can do here. The guy has a 15+ year history of abusive posts, followed by suspensions, followed by outright bans, followed by new monikers and so on. Lather, rinse, repeat.
But if you think that a 30-day suspension is going to improve his behavior, then I'm reminded of the definition of insanity that is so often attributed to Einstein.

Regarding your other point, yes, it is getting to the point of insanity. Beyond an outright ban, what would you suggest?
As I said, "I don't know what you can do here." I'm very sympathetic to your plight. You can ban him every time he comes back, but history shows he'll just make up a new moniker, get a new ISP and return.
One thing I suppose we can all do is refuse to reply to his posts, i.e. don't feed the trolls. Easier said than done.
