It is part of a set released years ago by Canyon (I can't find an image of the Canyon release, so here is the Exton):
Evgeny Svetlanov and the State Symphony Orchestra of Russian Federation play the Rachmaninov like Mravinsky and the Leningrad Philharmonic play the last three Tchaikovsky symphonies on DG. These are exciting, quirky, dynamic, brilliant, somewhat roughly played pieces, and I love every minute of them.
And I think you hit the nail on the head with your description of the qualities present in the performances. The only thing I'd amend is that, although the performances are indeed a bit "roughly played", the orchestral playing sounds positively suave compared to some of Svetlanov's earlier recordings, where orchestral untidiness was itself raised to an art form! (But even here, Svetlanov still wasn't within hailing distance of some of the still earlier recordings by Nikolai Golovanov as far as complete orchestral dishevelment was concerned! Jee-zus! Some of those Golovanov/Liszt recordings!)
Don't get me wrong, I love Svetlanov's performances from his whole career (even some of the occasionally messy earlier ones - it comes with the territory!).
Ashkenazy Royal Concertgebouw on London has a truly explosive finale, its my all time favorite performance.

Not over-the-top Russian style, but certainly full of vigor and idiomatic enough for me.
Aubort/Nickrenz recordings in St Louis. Loved my Vox Box Lps.
I rarely even think of Rach's Symphonies, but love Previn and LSO performing No.2 on a UK EMI ASD vinyl.....gorgeous recording!. I have all them on vinyl, but none on disc or in my HD. Not into them that much I suppose.
