That story line in the original StarTrek had or rather HAS a ring of truth.
Imagine people taking charge of their OWN genetic future and working to improve the breed.
Fewer genetic diseases. Greater overall intelligence. A few physical attributes improved, and maybe a normal lifespan to 150 years.

Can such traits be divorced from other traits which may be useful?
Would a race devoid of some of the traits which made Khan great, ALSO at that time lose the 'edge' which makes the entire race, as a whole, want to 'excel'.

What, pray tell, were his good traits that couldn't be divorced from killing and conquering and enslaving? And that Corinthian leather thing was self serving bullshit.

I believe that if what everyone thought to be 'defects' was eliminated from the genome, the human race would be diminished in ways we couldn't even imagine.
All those things are true about Khan the character, but we know little about the 'backstory'. Was he a genetic defective or a product of his environment? I suspect an unhealthy combination of both.
I think the Greys are here to recover Original genetic material to try to repair the damage done by the future to the race.

Does Khan being a bad guy mean ALL such were evil as well?
Don't worry, #456, humanity WILL eventually go down the path of genetic modification for the race. And find it Either a dead end or something happens where Original Genetic Material is what is needed.
Also, the Greys are just part of the society. The workers, mainly. Under control of a hierarchy of relatively Unmodified types, they do all the heavy lifting / boring stuff. The next class up are relatively un changed and are what we'd call 'middle management'. The fairly small upper-crust is nearly identical to US in a genetic measure, but substantial behavioral changes and certain missing abilities with survival value have led to them needing US, the ancestors of untold generations in the past. Maybe Plato's 'Republic' gone mad?
