Speaking as a guy who made drugs for a living :) I'd say any compound with dose dependent physiological effects is a drug sort of by definition.
Otherwise, stuff like nicotine, caffeine, marijuana, opium and heroin are also non-drugs. All-natural; certified organic, etc.

Drug facts for L-citrulline at the link below.
I looked it up to see what the LD50 is.
That's the "lethal dose for 50%" killing of a population of test animals (sorry!). I.e., the dose at which half of a group of test animals was found, empirically, to succumb to the toxicity of the drug.
The LD50 of citrulline is 1.33 mol/kg = 230 g/kg (i.e., the toxicity is fairly low).

mHardy, Can you please explain to me how you can get a rat to eat 230g/kg of anything? It would be hard even for a monkey. Couldn't be injected. That level is so high I can't figure out how it could even be tested. That's close to a quarter pound per pound of body weight if I have it correct. Maybe I don't understand the measurement? T456

I have no idea -- and I wouldn't want to think too hard about it :-(
It may be that they extrapolated from a dose where they saw some toxicity (lethality) with a large "n" of poor little rats.

I've seen these or similar crazy numbers often when looking a science and many times the doses are so crazy high they don't make sense. I would actually like to know what's going on with it. T456

Not only is the toxicity "fairly" low but along with lowering blood pressure there is some evidence it can protect kidneys. I'd say that is the opposite of toxicity.
