They are made by small spiders, with dis-proportionally long legs/small body that look sort of like mini daddy-long legs (which are not really spiders). I don't know the species off hand.
They are harmless, and will catch small insects in the house. They are short lived, but reproduce well, hence all the webs.

Just a coincidence today I decided to vacuum under the couch. When I moved it a small spot on wall at edge of couch back, close to latest sightings of silk, moved.. ah hah! got you!
I have over 90% confidence the spider caught is the one making the web 'ettes.
If so, spiders are known to easily survive a trip down that tube and come out (starting in your vacuum storage closet) unharmed.
So the spray should be enough to paralyze the critter. If not kill it.
