I've never been able to ask Strozier if this is true, but.....
Years ago I was part of a group of NYC saxophone players that brought a great saxophone repair guy, Emilio Lyons, down from Boston to Manhattan for a day and do minor adjustments to our horns. George Coleman was there - Strozier used to play in an octet George had for a while. I asked Coleman what Frank Strozier was doing. He told me Frank stopped playing. I was kinda shocked and asked why. Coleman told me Frank was so pissed off at the prices and rotten quality of reeds that he said "fuck this" and quit playing. Though that's pretty extreme, as a saxophone player I do understand.

Did he play with Miles?
Don't know of Strozier playing w/Miles. I have these LP's with Strozier - he sounds great on all:

I also have 2 albums under a drummer's name (can't remember name and don't wanna look right now) that's a quintet w/Strozier and George Coleman that are excellent.
I know Strozier from a jam session date with Max, Booker Little, Coleman, and Phineas Newborn Jr. Buncha Memphis guys.

Interesting story about the end of Strozier's career. I know reed quality is a universal complain but....wow.
